As far as your topless question, I've always gone by the standard of "no nipples or pubes" should be visible. Blingee likes to allow for artistic leeway, without allowing pornography.

Also, RedheadsRule has a Top Moderator forum if you'd like to join.  You'll have to wait to be approved, but at least you can have your questions answered.

It is explained on the site under your "Top Moderator Rankings" link from the moderator page.  Here's what it says: 

    * Hits: number of bad images found and removed by the moderator
    * Missses: number of # bad images that were accepted by the moderator
# False Alerts: number of images reported by the moderator that were acceptable.
